The global deaf literacy problem has been a constant for deaf children. Often during the critical period (age 0-8) of language and cognitive development, deaf children are deprived of processes that promote healthy language development. Many deaf children are unable to access the language of their families or peers because their language is not in a visual form. As a result, their language development and learning are delayed and their cognitive capacities are reduced.
